Rule 28A
Formation of Village Committee and Town Committee
: (1) In each local municipality and village development committee, the land reform officer shall constitute the town committee and village committee respectively. or the chief and vice-chief or deputy chief or the persons handling their work shall be the chairman and vice-chairman. (3) Elected members of the local village development committee or all the wards of the municipality will be nominated members of the committee. The officer may appoint one employee to be the member secretary. (5) In a local village "development committee" or a municipality where the committee has not been formed, the village "development committee" or the ward committee within the municipality shall have the functions, duties and powers of the city committee in their respective wards. The members of the ward committee will get the same salary as the members of the committee.
